Policy Recommendations

REGISTRATION

  • Re-issue all parking stickers for faculty and staff for Fall 2003. Thereafter re-issue them on a three-year basis, in order to keep a more accurate count of the actual numbers of faculty/staff who park at the College.
  • Limit the number of freshman parking stickers to 100, holding back a certain number of those for emergency situations.
  • Require everyone who receives a sticker to sign a statement (as part of the application), which indicates that they have read the Wheaton College parking policies, and understand the consequences for failing to adhere to them.
  • Assign all first year students to park in P lot.
  • Establish policies for event and visitor parking. Departments which host events, visiting days, etc., must include parking as part of their planning process, register their event with Public Safety and discuss parking needs. Public Safety will then determine a parking plan and appropriate temporary signage. If additional staffing is required to direct visitors, that cost must be included in the event planning.

TO BE DETERMINED

  • Is it possible to create "unloading zones" in proximity to academic buildings and residence halls (but not on campus pathways) for short-term needs?
  • Is it necessary to assign sophomores to park in P lot as well?
  • Is it possible to assign all students to a designated lot? (this seems less feasible and requires the kind of enforcement that we don't have the staff to support, but Public Safety will continue to explore this as they finalize the numbers for fall)
  • Do we need to create a system of visitor parking permits for all campus guests? -Many other colleges have such a procedure and offices routinely mail parking permits for designated lots and a campus map to expected visitors.
  • Will we alter our parking policies to permit students to use faculty/staff/visitor lots on weekends? Is this an enforceable practice?
